UNITED NATIONS CHILDREN'S FUND
United Nations Children's Fund (UNICEF) is the only United
Nations agency specifically devoted to the world's children.
It was organized by the United Nations General Assembly on
11 December 1946 to assist children victims of World War II,
"on the basis of need, without discrimination because
of race, creed, nationality, status, or political belief"
(UN Executive Board, 1946).
In
October 1953, the UN General Assembly broadened UNICEF's mandate
to respond to the long-term needs of children in developing
countries, where the effects of poverty were often most harsh
on children.
Today, guided by the Convention on the Rights of the Child,
UNICEF continues to promote the principles of non-discrimination
and universality of rights. By the time UNICEF celebrated
its 50th year in 1996, it was already working in 143 countries.
The Philippines is one such country where UNICEF cooperates
with governments and non-governmental organizations to protect
and promote children's rights.
From
1999 to 2003, UNICEF is supporting the Fifth Country Programme
for Filipino Children (CPC V). CPC V is the vehicle which
will support and facilitate the Child-friendly Movement, the
mobilisation of all sectors of society, for the realisation
of children's rights, CPC V focuses service delivery and model
building in 20 provinces and 5 cities. Its programmes are:
Communication; Local Policy and Institutional Development;
Health and Nutrition; Education; Children in Need of Special
Protection; and Gender and Development.
